CIPELC is an organization of independent public employee labor unions in California. CIPELC is comprised of more than twenty independent public employee labor unions representing over 100,000 public employees in counties, cities, schools, and special districts from throughout the state.

CIPELC provides legislative advocacy, mutual assistance, research, communication, and political action for its member organizations. With so many critical decisions being made by the State Legislature in Sacramento, effective legislative advocacy is a must for any public employee labor organization. Ms. Karen Keeslar, CIPELC Executive Director and lobbyist, has been a lobbyist in Sacramento for over twenty years!

Ms. Keeslar has been with CIPELC for over two years and played the major role in keeping CIPELC affiliates abreast of legislation directly effecting public employees. Of the over 6000 bills introduced last year, CIPELC took positions on over 700 of those bills. Many of those bills deal with contracting out of public employee jobs, reduction of public employee benefits, or in some way affect our ability to represent our members at the bargaining table.

CIPELC is governed by officers and a Board of Directors made up of its affiliate organizations.
